This is Rob Ford, who's currently the Mayor of Toronto despite losing control of the city's political agenda and being the target of a conflict of interest lawsuit that could see him removed from office.
He's a polarizing figure – essentially, he was elected by the suburbs and here he's making an appearance in the downtown core. He probably didn't have a lot of fans in the crowd this day.

Since the first photo freezes a moment in time, it's equally plausible that the candy canes were being thrown at him, not by him.
Naturally, I can't endorse throwing canes at the mayor. Certainly not in writing under my real name.
Comparing him to an evil Gorgon is probably a new one, but it's still only his first year in office.
I have zero clue who he is, but somehow I have feeling that ppl dont like him at all. Just feeling tho..
